User impact: Mailbox migrations to Exchange Online may fail to complete and then restart.

More info: When the issue first started, mailbox migrations were failing even after they restarted. Currently, the affected mailbox migrations appear to succeed after they automatically restart.

Current status: After further analysis, we’ve determined the potential fix won’t be able to safely mitigate the impact. We’ve successfully reproduced the impact in a test lab; however, we haven’t yet pinpointed where the underlying problem is occurring, so the root cause and a possible fix remain unknown. The mailbox migration errors are decreasing, and the affected mailbox migrations appear to automatically retry and succeed on the second attempt. The impact seems to be resolving on its own, so we’re monitoring the error rate to ensure it doesn’t increase and we’re continuing our efforts to identify the root cause before the errors completely subside in order to prevent the impact from occurring again.

Scope of impact: This issue may impact any admins attempting to migrate mailboxes to Exchange Online.
