Specifically, impact may have only been to some sites when users copied files from a document library to the same document library, and from a folder library to the same folder library.

Users could use the “Move to” option without issues.

Final status: We’ve determined that disabling the impacting flight, which is effectively the offending update, on a broader scale would be an effective remediation plan. We’ve completed disabling the update, and confirmed with internal testing that the issue is resolved.
