Additionally, some Admins receiving incremental updates may have been unable to view Microsoft 365 message center message relevance recommendation notifications in the Microsoft 365 admin center.

Final status: We’ve confirmed that affected endpoints have been restored, and we’ve verified through monitoring endpoint availability telemetry that all previously affected functionalities now operate without issue.
