Final status: After confirming that this issue affected both admins and users, we’ve updated the Title, User impact, More info, and Scope of impact portions of our communications to reflect this change to the impact scenario. We’ve reverted the offending service update and the code problem that the update introduced, and after processing a collection of queued site creation requests, we’ve confirmed with affected users that the impact has been remediated.
