Affected admins may see the page not loading and “ERR_CONNECTION_TIMED_OUT” errors.

Affected admins may be able to access the Microsoft 365 Apps admin center web page upon subsequent retries.

Additionally, admins who do access the Microsoft 365 Apps admin center web page may be unable to see, change, or create new policies through the Cloud Policy Service.

Current status: We’ve updated the Title and User Impact sections of this communication to reflect the overall impact to the Microsoft 365 Apps admin center web page. We’ve also updated the More info section with additional impact to the Cloud Policy Service.

We’ve rebalanced traffic in all regions excluding the Europe region, and we’re rebalancing our service infrastructure in Europe to fully resolve the issue. We’ll aim to provide a timeline for this process to complete by our next scheduled update.

Scope of impact: This issue can potentially impact any admin hosted within the Europe region who’s served through the affected infrastructure and attempting to access the Microsoft 365 Apps admin center web page.

Root cause: A traffic management misconfiguration is causing a section of infrastructure, responsible for facilitating the config.office.com web page and client device connections for the Cloud Policy Service, to operate below acceptable performance thresholds.
