User impact: Admins’ EMT reports may have been stuck in an ”InProgress” state in Exchange Online.

More info: The problem occurred in the Exchange admin center and when using PowerShell. As a workaround, some admins may have been able to utilize messageTraceV2, for message tracking-related data for the last 30 days.

As we worked to remediate the impact, affected admins could have worked around this problem by resubmitting reports.

Final status: Following our fix implementation and the processing of a backlogged group of EMT reports, our internal service telemetry has validated that impact has been remediated.

Scope of impact: The problem impacted admins running EMT reports from the Exchange admin center and PowerShell.

Start time: Friday, May 16, 2025, at 7:00 AM UTC

End time: Tuesday, May 20, 2025, at 4:00 AM UTC

Root cause: A recent configuration change contained a regression that was preventing EMT reports from exporting content. As a result, EMT reports got stuck in an “InProgress” state and queued for completion within Exchange Online.

Next steps:
– We’re further analyzing the isolated configuration change and the code regression it introduced, to help us improve our pre-deployment testing and validation processes in our efforts to prevent similar issues in the future.
