User Impact: Admins are unable to conduct cross-tenant migrations for SharePoint Online.

More Info: When performing a cross-tenant migration, please note that pre-provisioning Microsoft 365 Groups in the target tenant using the ‘New-UnifiedGroup’ PowerShell cmdlet will immediately create the associated SharePoint Online (SPO) site. This automatic site creation causes the ‘Start-SPOCrossTenantSiteContentMove’ migration to fail, as the site is already provisioned in the target tenant.

Current Status: We’ve identified that a recent feature update, designed to improve the overall experience of the environment, has unintentionally caused a service regression, resulting in impact. We’re actively evaluating the most effective mitigation strategy to resolve the issue.

Scope of Impact: Impact is specific to some admins who are attempting to conduct cross-tenant migrations for SharePoint Online.

Root Cause: A recent feature update, designed to improve the overall experience of the environment, has unintentionally caused a service regression, resulting in impact.
