User impact: Admins are unable to conduct cross-tenant migrations for SharePoint Online.

More Info: When performing a cross-tenant migration, please note that pre-provisioning Microsoft 365 Groups in the target tenant using the ‘New-UnifiedGroup’ PowerShell cmdlet will immediately create the associated SharePoint Online (SPO) site. This automatic site creation causes the ‘Start-SPOCrossTenantSiteContentMove’ migration to fail, as the site is already provisioned in the target tenant.

Current Status: We’ve verified some mitigation steps to fix the issue. We’re working with your organization’s representatives to action these and expect impact to be mitigated by the next scheduled update.

Scope of Impact: Impact is specific to some admins who are attempting to conduct cross-tenant migrations for SharePoint Online.
