Users could have chosen to keep the report theme when pinning charts or use any dashboard theme other than light mode or dark mode.

Final status: We’ve updated the Title, User impact, and scope of impact statements of this communication to reflect that this also affected standard dark mode themes. Afer mitigating the previously identified blockers in our deployment pipeline, we’ve confirmed that our fix has fully deployed as expected and all users can now see chart data on Power BI dashboards that use any theme.
