Scope of impact: Impact was specific to a subset of users who were attempting to access the service from the North America region. Some customers outside of North America, who were connecting through the affected ISP could also have been affected.<\/p>\n

Root cause: A third-party Internet Service Provider (ISP) made a change within their managed-environment which resulted in impact.<\/p>\n

For large outages we usually provide a Post Incident Report (PIR) within five business days. However, as this issue happened outside of the Microsoft 365 and Azure environments, and was caused by a local ISP change, we will not be providing a PIR for this incident. Throughout the impact window, all Microsoft services stayed healthy and were performing as expected. We’ll continue to work with the ISP to better understand how their change caused impact, why Microsoft services experienced significant impact compared to the other internet services, and follow up on their repair items to ensure this type of issue does not happen again.
